Change navigation flow #277

Moves to a tab-based navigation system, preserving all links.

Pretty much all done, there's a persistent bug where moving from the policy to household screen shifts everything right by a few pixels (CSS is fun.).

I've now just effectively rewritten this PR - it now uses policyengine-core (the React library) and has the tab layout.
