Add PIP statistics to calibration procedure #588

Per the table in PolicyEngine/openfisca-uk#102, EUROMOD underestimates PIP by about 40%. We currently take FRS reported values so they could be similarly underestimated, though it's not in our validation report. We could use impute additional PIP receipt to hit the target, possibly using a model to predict one's probability a la synthimpute.

Is this still an issue post-reweighting? The validation docs don't have PIP.

It's better than that table: now at £12.9 / £16.8bn (-23.5%) compared to -39.2%. But we should add PIP to the targets.
