Refactor Oregon AGI for consistency with other states #2791

We currently separate or_income_after_subtractions from or_income_after_additions but this is not necessary.

Actually going to hold off on this to avoid renaming variables, which breaks old households in the app until we fix an API issue

@MaxGhenis, More important is the fact that OR state income tax in INCOMPLETE. See issue #1674, which has been open since January 15th.
