Structure End Child Poverty Act parameters as a reform #3476

Currently it's saved as another type of policy, e.g. showing up in the list of refundable tax credits: https://github.com/PolicyEngine/policyengine-us/blob/e39b527e04b044dcc5ab0ffb1cc93d1797fee5b1/policyengine_us/parameters/gov/irs/credits/refundable.yaml#L27-L28

We should align it instead to the new reform structure.
