Add the federal itemized deductions logic for the years 2009 - 2017 #3537

The federal itemized deductions were reduced for filers with AGI below a certain limit In 2009 the limit was introduced From 2010 (example form) until 2013 there did seem to be a limit which then was again reestablished in 2013 at a lower threshold as in 2009, increasing with inflation every year The reduction rates are specified in the legal code

This was eliminated by TCJA from 2018 until 2026

The parameters are introduced in #2932 policyengine_us/parameters/gov/irs/deductions/itemized/reduction/
