We currently calibrate to SNAP participation: https://github.com/PolicyEngine/policyengine-us/blob/master/policyengine_us/parameters/calibration/gov/usda/snap/participation.yaml

But that source no longer exists; here's the more recent one: https://fns-prod.azureedge.us/sites/default/files/resource-files/snap-annualsummary-3.pdf
