`spm_unit_net_income` does not include state credits which is used to compute the Poverty Gap and poverty impacts #4623

This results in not impacts of state tax credit reform on poverty

Also addressing issues with spm_unit_paycheck_withholdings including actual state income taxes and not the calculated withholding amounts which are calculated separately

Moving the state related parameters to the state folder for clarity and clearly separating withholding and tax before refundable credit
