Provide guidance on naming bools #7

OpenFisca UK currently uses verbs like claims_UC and is_ for variables without active verbs, like is_UC_eligible. Let's decide if this is our convention (i.e. not using adjectives by themselves like UC_eligible) and provide guidance accordingly.

Per a discussion with @nikhilwoodruff, all bools must be prefixed by a verb
