Add US basic income taxability #1007

Fixes #1006

After bumping the requirements and running make install, the server is throwing this error after computing the population impact:

Merging as I think this issue has come up locally before. Will check once it launches and revert if needed.

Huh it did indeed break, e.g. https://policyengine.org/us/population-impact?older_adult_bi=10408_46&bi_taxability=1 says something went wrong. Re-running the prior version's jobs.

OK, it's a circular reference. I think it makes sense: what happens if you have an AGI-based phase-out, and include basic income in AGI?
