Abolish switches don't work when activated in the baseline #1052

For example, repealing the CTC in baseline doesn't affect this single parent of one:

The population impact also shows nothing.

I got the same result for the CDCC. It works when repealing in the reform.

@nikhilwoodruff how involved do you expect this fix is? @ngpsu22 is hitting it for some EITC research. https://github.com/PolicyEngine/policyengine/issues/1055 is a workaround for this one.
