Users commonly use the Difference button on the household net income / MTR graphs to evaluate the impact of a program (e.g. repeal in baseline, unrepeal in reform). The cliff shading is distracting in these cases.
A toggle would be best I think, but a quicker alternative might be just removing it from the difference charts.
