Household characteristic changes only affected reform #1063

I think this is what I did:

  1. Go to the End Child Poverty Act reform
  2. Define a household with a single parent of one child in NY with $30k income
  3. Go to the Net income and other charts
  4. Adjust the household by setting the child's SSI disabled flag to true
  5. Go back to net income

From there, this showed up. The SSI flag only went into the reform.

Something like this recurred. @nikhilwoodruff suggested offline that it's due to not cleaning up the scenarios quickly enough.

In the meantime, could we assert that household characteristics are identical between baseline and reform?
