Others remain in https://github.com/PolicyEngine/policyengine/blob/main/policyengine/countries/uk/reform_parameters.yaml
This may not be the long-term ideal, but now that we're organizing parameters by institution, consolidating microsimulation in one package would be cleaner than having some microsim logic in the policyengine repo. This will also enable openfisca testing of custom parameters/variables.
