Hide reform in household page if there's no change in the reform vs. baseline

Repro steps:

1. Visit https://policyengine.org/us/policy
2. Raise the bottom rate from 10% to 11% (default shown parameter)
3. Toggle to Baseline
4. Raise the bottom rate from 10% to 11% (default shown parameter)
5. Go to Your household tab: https://policyengine.org/us/household?baseline_gov_irs_income_bracket_rates_1=11
6. Visit Compute your net income

This shows a reform, even though there's no reform (as the policy cart says). Same occurs with the graphs.

Since this has no reform I'd suggest we show it as if it's the baseline.
