Remove nonsensical learning objective from mod3 readme #1059

The learning objective that is being removed here does not make sense.

I added it when I wrote the learning objectives requested in https://github.com/Polkadot-Blockchain-Academy/pba-content/pull/982. I was curious whether anyone would actually read the new-format readme that was being requested.

I don't believe anyone ever read it.
