I don't think we need to follow this upgrade. So far, the python packages just work fine and fulfill our requirements for data visualization. That's it. Upgrading it too often just bring potential conflicts with the current framework.
I would suggest to only accept package upgrade associated with system security. If you agree, I would close any PRs (python package upgrade) violating this idea.
