rename the repo and command name as 'polly2scc' #18

In order to bear a clear meaning, the repo will be renamed as polly2scc, meanwhile the command line tool will keep the same naming, as well.

This will be released at version 1.3. Afterward, please using polly2scc (p2e_go), to convert your polly profiles.
