[SC64] Update CI actions #25

Some actions were behind, This PR updates them, but some are sill not possible.

Sorry for mess in commits but this helped me fix external PR build workflow. As for release upload actions I think we can replace them with this single action: https://github.com/softprops/action-gh-release
