Description

Remove the "Remove Tooltip BG" config option as well as the relevant java file as it was much too aggressive (see attached image) and even a miracle's worth of a solution to limit the tooltip BG removal to Chatting's tooltip wouldn't be worthwhile for readability's sake.

@Wyvest then take max's suggestion and move it to redaction?

not sure how a tooltip removal method belongs in a mod for chatting
