New, airy control concept (and slight API changes)

everything is a panel: business logic, settings, wizards ...
no toolbar or dock is needed
child panels and siblings are displayed side-by-side if there is enough space
in navigation bar the main panel and siblings are sparated from breadcrump (top right)
this helps the user to find every option to choose next in one place

Business logic, master-detail

detail in next panel ( for example: project -> layer)
displayed side-by-side, if there is enough space
aspects of detail panel as sibling (for example: markdown description of a layer)
Dashboard allows extendible detail panels

Toolbar

a tool is a sibling of a panel
panels shows options and settings for this tool (like a dockable)
sub-tools??

Wizards

"new" or other operations are siblings of a (object/detail) page
activations starts the operation
panel shows the steps to perform, until everything is ok and operation is executed
sub settings/wizards are done in next panel level

The concept is implemented and basically it works well so far. Howewer, handling of the "siblings" is not straight forward, neither in code nor UI. Handling this in ticket #3.
