Buttons in the decoration of a panel to scroll the contents to top and bottom.

I don't know. Such buttons would be "uncommon". Even more for mobil. Seems to be better to have "smarter" scrolling, i.e. accellerate or at least scroll more than 3 lines on mouse wheel.
