API to specify the preferred width (in contrast to minimal width).

User defined

Let the user define the preferred width of a panel. Maybe buttons in the decoration to make panel 1 step (30px or so) wider or smaller. Saving this for this kind of panel.

New API and impl of min/pref/max ist there. UI changes will be done in an other ticket.
