Sync open-source version with internal version. #4

This includes some doc-updates and adds some entries to HTML element and attribute whitelists.

Normally MOE would give us multiple commits with nice change messages, but it had a hiccough so I'm manually syncing and we should be able to resume automated syncing after this commit.
