Initial Best Practices changes #165

This is an initial batch of changes to get shop to adapt to lit-element best practices and also updated to use the latest pwa-helpers.

moved page loading to redux
redux-helpers -> pwa-helpers
removed network.js and use installOfflineWatcher from pwa-helpers
updated to use installMediaQueryWatcher and updateSEOMetadata
