build optimisation by selecting bundled or unbundled at build time #2178

Description

It could be interesting to set up a specific build type: polymer build --unbundled polymer build --bundled

(many people doesn't use both at the same time:)

I like this too. As far as interface goes, we would probably want to default to one and then have a flag for the other (ie: default to unbundled, add --bundled flag).

We currently have our plates full with other work at the moment, but would welcome any PRs that add this.
