Allow selecting only predefined tags, with autocompletion

Hello,

I would like to be able to use tags from a predefined list only. Ideally they should autocomplete while typing (a bit like on stackoverflow)

paper-tags-dropdown does that in a way, but does not allow me add a tag by typing (and ideally autocompleting) it's name, I need to open the list and click
