Add TypeScript declarations to app-localize-behavior. #121

This PR adds TypeScript declarations generated by https://github.com/Polymer/gen-typescript-declarations/

These declarations can be re-generated by running npm run update-types.

Build is failing on random IE tests that I did not touch :thinking:

(tests look red on master too btw. i have no opinion on this PR since i don't speak any TS, sorry)
