Change dropdown to drawer panel #97

Fixes #29

Initial cut of the drawer panel, some styles cleanup too. Need feedback from more elements and catalog knowledgable people. @frankiefu @notwaldorf

cc @blasten since he knows about iron-component-page, specifically using it in the Catalog.

I found a few issues:

  1. The names are clipped: screen shot 2016-04-12 at 4 28 28 pm
  2. Catalog: It might need to set force-narrow="[[catalog]]" to paper-drawer-panel. screen shot 2016-04-12 at 4 42 03 pm
  3. Suggestion: it might help to change the background color and the border-right in the drawer. Basically to make it similar to the catalog's drawer.
