Don't like the stuttering in paper-scroll-header-container-header but I can't think of any other meaningful name. --paper-scroll-header-container could be renamed as well to --paper-scroll-header-container-main to keep consistency.

@jgautheron Can you tell us the use case where you need to customize #headerContainer?

I needed to tweak the z-index, to ensure that the header panel was always on top. I found a workaround though, so I'd say no need to merge this one.
