Cleanup. Remove an unneeded dependency on pallet-session. This is currently needed for PR https://github.com/PolymeshAssociation/Polymesh-private/pull/19 , but can still be used even for BABE-chains.

FYI, I rebased this PR off of develop and squashed the commits.
