add parallel step arranger #4

Having both a tonic chord arranger and a step arranger means you can write your chord progression and "play over it" in a programmatic fashion at the same time and that's cool.

added a drum sequencer, but it feels like we still need a sequencer for parallel instrument as well, rather than just the drumkit
