Update to Scroll Bar UI #53

The scroll bar looks antiquated and out of place with the general theming of the desktop app. A custom scroll bar that is more inlay with the desktop client would greatly improve the aesthetics of the app.

The scroll bar has been updated to match app theme in Version 3.1.0-rc.1
