[Bug] Canni's megaboops don't seem to reset at midnight #113

Issue description

Moonie and Kiwi hadn't megabooped yet today, but Canni still said she couldn't megaboop someone again today.

Steps to reproduce the behavior

  1. Megaboop someone
  2. Wait until midnight's reset
  3. Try and megaboop again
  4. Canni won't megaboop

Expected result

Megaboop is possible again after midnight

Actual result

No proper megaboop reset at midnight

Checking the logs has revealed that Canni's timezone is incorrectly set to UTC. It should be set to Germany's timezone.
