Configure custom mouse cursor #2253

Something that matches the theme of the game.

Display -> Mouse Cursor -> Custom Image

I looked at a lot of my steam games to see what styles of cursor they use, and most of them (Assimilate, Balatro, Bread And Fred, Cook Serve Delicious 3, Petal Crash) use the default Windows cursor. I only found two (Risk Of Rain Reloaded, Slay The Spire) which customized their cursors.

I think this can be put off indefinitely, but if we're going to do it we should redo the default grey buttons first, and then pick a cursor which matches the style of the buttons.
