When the distance metric requires the same number of tips and/or the same labels

We need to implement a check to warn the user if they are attempting to use a distance measure with forward-time simulation.
note if we are dropping MASTER then this becomes irrelevant!

This may become irrelevant if we require users to use treeswithintrees to simulate phylogenies
