Pending update of unit tests for postalign outputs, then we should be able to merge this
also need to update README with instructions for installing postalign and dependencies

dev branch successfully installs and runs sierralocal on both post-align and nucamino on a new instance on jesry

also passes all unit tests and unit tests have been updated to include both both post-align and nucamino
