Make purls for older releases #18

So that they an remain in tags, where partial redirect does not work.

Maybe better to move them to a directory in the main repository for releases. Using tags for releases at this point is problematic, because of the need to created merged, pre-reasoned files with the same name as the editor's file (pco.owl). It is certainly possible, but requires a more sophisticated release pipeline that what we have in place.

PURL redirects have been fixed at https://github.com/OBOFoundry/purl.obolibrary.org/blob/master/config/pco.yml so that the old release purls now point to the proper places in the tags. For future releases, will figure out how to use tag.
