Following discussion with @ramonawalls, I've added some classes to /src/ontology/pco.owl and initialised an id-range file similar to ENVO's.
Unfortunately, the diff looks far more dramatic than it is, I think due to how Protégé has saved my edits. Searching for "migration" should help you find and review the changes. They start at line 675.
New terms are well defined, but we still need to logically define population of organisms, so these new classes will show up in the correct places in the hierarchy. Leaving this issue open until then.
