This is a known deficiency of heightmap mode which I have yet to come up with a decent solution for. For now, you can avoid it by simply using voxel mode.
That said, why are you using heightmap mode anyway? It looks like absolute garbage from ground level, it's really not useful for anything other than really long-distance screenshots from high up.

Because that's the only one that's working?

I got both working by tinkering around with render and cutoff distances in normal flat world
The lods are everywhere
