Noise generator cleanup #41

Redoing the porklib:noise module to make use of the new fast PRNG implementations in porklib:random and generally provide a cleaner API.

Good luck , i hope to see this in nukkit 2.0 :). Will be multithreading/native machine-code on using,right ? :)

Seems to work quite well, and overall the code is a lot cleaner than it was before.
