Can someone please help a beginner ?

Heya, could someone please help me understand how to properly "whitelist" a stock asset or series of stock assets ? like, I've read through their explanation/description, but I don't have a clue where to start or what to do ? where exactly do I write these exceptions ? or do I add to an existing file ? what type of file ? argggg, I am completely lost and am a total noob, but I would appreciate if someone could lend me a hand, like first and most importantly ... where do I even start, eeeekkk ...
