The Mk2 Inline Docking Port appears to only form connections between vessels when it's in its closed state, not open. I'd expect the stock behaviour, where the port forms connections between vessels while it's open.

Test craft with ReStock: Test craft without ReStock: Test craft file, but as .txt instead of .craft.
