been using toucan 2.2.1.0 since 2018, always available, until last month.
now I've tried running releases 2.2.1.0 (PortableApp), 3.1.8 (GitHub), 3.1.8.2 (PortableApp) on Win8.1x64(zh_CN) in C:\PortableApps\Toucan (2.2.1.0, 3.1.8.2) & D:\Toucan (3.1.8, installing again, without PortableApps framework). no antivirus protection on this machine. And check Windows Event Log, nothing, not even CrashDumps.
All 3 releases crash with an error window which states:
