Hi, the publicly released demo app only uses the live camera - our main focus is on realtime, live player input into interactive experiences and games. I guess we could be clearer about that, so apologies.
The integrated UE player with video/webcam support on Windows (which we used for the video demo) is currently licensee only. However it is the basis for a planned Windows release, as we had a lot of interest from creators, so we do intent to make that public.
That being said, if this is just for testing or a quick record, you can actually get a reasonably good capture pointing your phone camera at a high resolution video playing on screen (high resolution or zoomed in if you want best hand capture. Low quality videos will suffer). If you try this, I also suggest using a phone stand as small hand shaking causes noisy movement (estimation is relative to camera).
