Community Plugin [Spec] Design #86

Design a spec to follow for community extension developers to develop extension for Miti. It should contain a root manifest file with all required metadata. A universal way to apply filters and pagination, universal spec/structure that enables multiple applications. The spec itshould should drive how the components are rendered in the app.
