After upgrading to Luma v10.3 & 11.XX, there is a fatal error in Luma Locale Switcher

After updating Luma to the latest version, it is impossible to start Luma Locale Switcher (either via cia or x3ds) Attached photo of the "fatal error":

I hope someday this problem will be solved.

I am on latest Luma an latest Luma Locale Switcher and all works just fine:

Also I haven't any bottom_screen_bg.png on any location of my SD Card.
