RFC: Scheduled Feature Flag changes #151

We want to add the ability to schedule changes to feature flags. Please see this RFC for more details.

Thanks @xvello, very helpful! I was going to analyze the Temporal solution too, but because you both seem to suggest it’s an overkill, I focused only on refining the Celery solution. Ready for a review!

Thanks for the comments @xvello, @neilkakkar. Reworked the RFC, mainly:

Made the API schema more generalizable
Now assuming a single table for all scheduled changes
Analyzed concurrency/retries requirements and added a possible solution for implementing concurrency=1 with the NOWAIT clause
