Changes

remove the configuration to build and push a container image for posthog/plugin-server
remove the configuration to update the Docker image tags in the posthog/posthog main repo as it was removed via https://github.com/PostHog/posthog/pull/6152

Why

This is a prerequisite task for https://github.com/PostHog/posthog/pull/6146.
