Add quick filtering for external and test users to more features

Is your feature request related to a problem?

We have a super handy project setting that makes it easy to exclude internal and test users, but it is only available for select features.

Describe the solution you'd like

Add the external and test users filter to more features:

• Live events
• Recordings
• Feature flags
• Experiments (maybe these should be excluded by default?)
• Persons & groups
• Cohorts

Describe alternatives you've considered

• Manually replicating the filters that map to internal and external users every time you want to use them in one of the above features.
