Collect web vitals data

Feature request

For a few different reasons we want to collect web vitals data, it would be useful on the web analytics view and in session replay at least

Could also display a page score in the toolbar as you navigate around

(And more I've not thought of!)

There are a few steps that need to be done in the right order...

• [ ] [add capability to posthog-js](feat: add lazily loaded web vitals collection PostHog/posthog-js#1203)https://github.com/PostHog/posthog-js/pull/1203 (doesn't need to be turned on needs to be tested though 🙈)
• [ ] turn it on for team 2 and test ingestion
• [ ] add some usage of the data
• [ ] make sure local and remote config works properly
• [ ] release it to people
